There are four
key groups of people that must be considered when developing an action
plan: targets, core constituencies, allies and opposition. Let's look
at these categories one-by-one.
The "How" questions are
many and include your key messages and communication plan; your general
strategy, tactics and specific activities; your organizational
structure and your resources. "When" questions are built into the plan
through a timeline.

use the following template to organize your Action Plan.
